Yes, to be a type 3, you technically have both wings. To be type 3, you would innately have both wings as they are omnipresent. This knowledge was lost in the transmission of the Enneagram and replaced by the one-wing theory, taught by a teacher who did not study directly with the creators of the Enneagram of Personality. As a result, the foundational teaching that we always have both wings was not disseminated.
Research validated both viewpoints. Each type has both of its wing types, but we tend to identify with one wing more than the other, depending on the situation. The caveat is that the extroverted 3 tends to identify with their extroverted wing type, and the introverted 3 tends to identify with their introverted wing type.
